Purpose:

Lehigh County Housing Authority (LCHA) is a non-profit organization with a mission to provide affordable housing in the most efficient and effective manner to qualified individuals in Lehigh County. According to HUD’s Multifamily Housing Program, LCHA is required to have a rent comparability study conducted every 5 years or on an as needed basis. LCHA is currently reviewing the options to change the terms of the current HAP contract for Catasauqua Family Apts and require a Rent Comparability Study completed.

Scope of Services:

To gather and analyze information in order to estimate the market rents for the units within Catasauqua Apts using the Uniform Standards or Professional Appraisal Practice (USPAP) and Chapter 9 of the Section 8 Renewal Policy Guide as defined by HUD. Provide a written report of the results within 45 days of receiving the award.

How to Respond:

Firms interested in responding are asked to prepare a brief summary on their capacity for undertaking the project, including pertinent information, highlighting experience and qualifications. Provide the total quote for completing the Rent Comparability Study and explain any charges that comprise this fee. Specify if the firm is certified as a Section 3, Minority Owned and/or Woman Owned Business Enterprise. Interested firms shall provide an electronic submission by 4:00pm on August 8, 2022 to jennifer@lcha-vhdc.org.

Award of Business:

All submissions will be reviewed and assessed by staff of LCHA for responsiveness of this solicitation. The lowest responsive and responsible bidder will be chosen, taking into consideration previous experience, proposed timeline and qualifications, as well as whether they are a Section 3, Minority Owned and/or Woman Owned Business. Decisions will be made and announced on August 9, 2022. Payment will be made upon completion of the project.
